Since `run-tests.py` use 3 different port, so no need to reserve a 2000 ports range. Instead we reserve one of 8000 different 5 ports ranges Using 4 parallel jobs with 20 bucket gives us a 0.1855 probability of conflict. Using 8000 bucket give us 0.0005 probability of conflict.

This way we can reactivate Pypy and Python 3 jobs without fearing that they deadlock and blocking the whole Jenkins slave. Add also a timeout for the Python 2 Mercurial job preventively.
