The jobs timeout and remotefilelog related tests still fails

As remote-file-log tests are flaky when running in parallel right now, try
running the suite sequentially.

Since `run-tests.py` use 3 different port, so no need to reserve a 2000 ports range.
Instead we reserve one of 8000 different 5 ports ranges

Using 4 parallel jobs with 20 bucket gives us a 0.1855 probability of conflict. Using 8000
bucket give us 0.0005 probability of conflict.

This will allow us to configure it differently per worker.

With the right IRC channel this time

It seems broken, let the `run-tests.py` do it

This way we can reactivate Pypy and Python 3 jobs without fearing that they
deadlock and blocking the whole Jenkins slave.

Add also a timeout for the Python 2 Mercurial job preventively.

This should fix all the security issues. Also ping all the versions to being
able to rollback.
